Oklahoma tornado is the worst tornado disasters in the United States

Oklahoma Tornado this time is the worst tornado disaster that struck the United States this year. I do not understand why the government did not have any strategy for the worst disaster response planning. The death toll was more than 50 people to date today, even CNN reported the death toll has reached more than 60 people. Does this prove the weakness of the United States from the disaster that would happen?
